El secretario general de Perú Libre, Vladimir Cerrón, aseguró que en un eventual Gobierno de Pedro Castillo se planteará un proyecto de ley para cambiar la Constitución de 1993 a través de un referéndum y explicó que si el Parlamento no la acepta se haría cuestión de confianza para que, en caso esta se niegue dos veces, se pueda disolver el Legislativo.
“Hay una tercera vía [para cambiar la Constitución], que es que el Ejecutivo haga un proyecto de ley y lo mande al Congreso y si lo rechaza se vuelve a presentar por insistencia y si se rechaza la insistencia ya se hace cuestión de confianza del gabinete y si cae un gabinete ya sabemos qué pasa constitucionalmente cuando cae un segundo gabinete”, sostuvo en una entrevista con ‘Best Cable’.
Cerrón explicó que de ganar los comicios, desde el Ejecutivo buscarán cambiar la Constitución de 1993 a través de un referéndum convocado por firmas ciudadanas para no tener que pasar por el Parlamento; ya que “la derecha quiere encasillarnos”.
“La nuestra no es la vía congresal para cambiar la Constitución, porque la derecha quiere encasillarnos en el artículo 206, donde para obtener una reforma constitucional se tiene que tener una mayoría simple y después refrendarla en referéndum. O tener una mayoría calificada y levarla a dos ordinarias”, manifestó.
Cabe destacar que lo planteado por el sentenciado exgobernador regional de Junín contradice el artículo 206 de la Constitución que indica que “toda reforma constitucional debe ser aprobada por el Congreso con mayoría absoluta del número legal de sus miembros, y ratificada mediante referéndum”.
