El partido político Perú Libre presentó el proyecto de ley que modifica la normativa universitaria para el ingreso libre y gratuito a las universidades. De acuerdo con el texto, el objetivo es que los jóvenes estudiantes egresados de la educación básica secundaria tengan el derecho universal a la educación superior. Esta medida fue también mencionada en el discurso de asunción como presidente de la República de Pedro Castillo, que dio el 28 de julio ante el Congreso.
La iniciativa surge a cargo de la parlamentaria Margot Palacios Huamán. El proyecto modifica los artículos 97 y 98 de la Ley universitaria. Además, plantea que se garantice la educación de los alumnos que mantengan un rendimiento satisfactorio y no cuenten con los recursos económicos necesarios para cubrir los costos de educación.
La propuesta no analiza los costos que implicaría llevarla a cabo, debido a que las universidades han sostenido que necesitan más presupuesto para el ingreso libre. “La presente proposición legislativa no genera gastos al erario nacional y beneficia a alrededor de 50,000 jóvenes que anualmente egresan de la educación secundaria”, se lee en la normativa.
La norma aún debe pasar por la Comisión de Educación para ser aprobada y pasar a votación.
