A pesar de que su gestión está a días de culminar, el gobernador regional de Puno, Germán Alejo Apaza, insiste en que su departamento se integre a Runasur, el proyecto geopolítico promovido por el cuestionado exmandatario de Bolivia Evo Morales, lo que le ha permitido a este último hacer activismo político en dicha jurisdicción y meterse en los temas del Perú.
La posición de la autoridad puneña quedó plasmada en la sesión del 12 de diciembre de la Comisión de Relaciones Exteriores del Congreso.
Aunque ha recibido críticas, Germán Alejo continúa justificando su propósito, señalando que las regiones fronterizas deben tener “autonomía política” para realizar gestiones con los países vecinos. También mostró su “admiración” hacia el exmandatario boliviano, a quien considera un líder en Sudamérica.
En noviembre, Alejo acompañó a Morales en una condecoración de la Universidad del Altiplano de Puno y aprovechó el evento para promocionar el plan de anexar su región a Runasur.
“Evo Morales dio un paso trascendental en Bolivia. Supo sobreponerse a la adversidad y lucha por los ideales de miles de bolivianos que fueron sometidos a la pobreza”, señaló.
Cabe recordar que Evo Morales renunció, en 2019, a la Presidencia de su país luego de denuncias de fraude electoral para lograr su cuarta reelección, lo cual produjo multitudinarias movilizaciones ciudadanas en su contra.
Pero no solo el gobernador regional de Puno expresa su admiración hacia el expresidente; el consultor FAG y dirigente aimara, Milton Cariapaza Roque, considera a Evo Morales como el líder de la revolución cultural.
Desde hace años, el asesor regional también promueve la creación de un Estado plurinacional, tal como lo propone actualmente Runasur. Por este motivo y por los viajes que realiza a Bolivia para reunirse con los altos dirigentes y militantes del MAS boliviano, Cariapaza Roque fue considerado el “hombre fuerte de Evo Morales en Puno”.
El dirigente aimara coincide con el gobernador Germán Alejo en la creación de un Estado plurinacional, así como en la refundación del país.
Alejo manifestó que la Ordenanza Regional N° 010-2019-GR PUNO-CRP, que declara a Puno como originaria, ancestral e indígena, le permite establecer políticas de integración con pueblos originarios de otros países.
Para Alejo Apaza, integrar a la región de Puno a Runasur es social y políticamente viable porque, según él, el Gobierno Regional de Puno tiene autonomía política.
“¿Por qué tenemos que limitarnos a ser una región que obedece al Estado, a lo que diga el centralismo?”, refirió el gobernador con total desconocimiento del marco constitucional y legal interno.
